Local Law 11 / FISP in The Bronx

The Bronx's FISP-obligated stock is concentrated in two distinct patterns: the Art Deco and pre-war masonry apartment buildings along the Grand Concourse, and large-scale mid-century co-op and rental towers, including the Co-op City complex in the northeast Bronx.

FISP Cycle 10

Filing Windows That Apply in The Bronx

Cycle 10 sub-cycle assignment is based on the last digit of a building's tax block number, looked up through NYC ACRIS or DOB BIS — the same citywide rule applies in The Bronx as in every other borough.

FISP Cycle 10 filing windows, per NYC DOB Service Notice, February 24, 2025.
Sub-CycleBlock Number (Last Digit)Filing Window
10A4, 5, 6, or 9Feb 21, 2025 – Feb 21, 2027
10B0, 7, or 8Feb 21, 2026 – Feb 21, 2028
10C1, 2, or 3Feb 21, 2027 – Feb 21, 2029

Co-op-owned buildings file FISP reports the same way as rental or condo buildings; ownership structure does not change sub-cycle assignment, which is based solely on the last digit of the tax block number.

Building Stock

Bronx Building Stock Notes

Grand Concourse-area buildings, many constructed between 1920 and 1940, generally use masonry and terra cotta detailing that requires close visual and hands-on inspection under FISP protocols. Co-op City and other large mid-century developments in the northeast Bronx use precast concrete panel systems, inspected under the same FISP requirements but typically presenting different facade conditions than older masonry buildings. Riverdale includes a mix of both pre-war and post-war high-rise construction.

Common Questions

The Bronx-Specific Questions

Do co-op buildings in the Bronx have a different filing process than rentals?

No. FISP filing obligations and sub-cycle assignment apply the same way regardless of ownership structure; a co-op board files through the same DOB NOW: Safety process as a rental building owner.

Are Grand Concourse buildings subject to additional review?

Buildings within a designated historic district may require LPC review for exterior repair work identified during a FISP inspection, in addition to the standard DOB filing.

How does a large multi-building complex like Co-op City handle FISP?

Each building within a multi-building complex is evaluated individually, by its own block and lot, for sub-cycle assignment and filing status.

Who typically signs the FISP report for a Bronx co-op?

The retained QEWI files the technical report; the building owner of record, generally the cooperative corporation, is responsible for retaining the QEWI and for the filing itself.
